SBA Wants to Redefine “Small Business.” What Could It Mean for North Texas Firms?

The SBA proposal would replace nearly 1,000 distinct industry size standards with 338 broader standards. Depending on the industry, a standard is based on average annual receipts or employee count. SBA estimates the changes would result in a net increase of 114,541 firms classified as small nationwide. That is a projection, not a count of Dallas–Fort Worth businesses or Black-owned firms that would qualify. The proposal has not become a final rule.

The city’s Black entertainment scene includes restaurants, clubs, promoters, DJs, influencers and increasingly high-profile celebrity appearances. The audience is paying close attention to the experience they receive, particularly when pricing and access are involved. A few here in DFW and around the country are already painting all of Dallas Black nightlife with a broad brush because of this scandal.

Goldman Sachs and Morgan Stanley are making major physical investments. JPMorgan Chase already operates at substantial scale. NYSE Texas has opened its Dallas headquarters. Nasdaq has established a Texas exchange presence. TXSE began trading in July and is preparing to host primary listings.

For Black professionals and entrepreneurs, the practical implications will depend on what develops around these institutions over time: which specialties expand, which schools build relevant programs, which local firms become vendors, who advances into leadership, and whether professionals can move among employers without leaving North Texas.

Dallas Is Building the Next Economy. Who Is Building the Talent to Match?

What happens after Black professionals enter these industries and accumulate expertise, relationships and capital?

Some will become senior executives. Some may invest. Others will start companies, purchase businesses, mentor younger professionals or become customers and advisers to Black-owned firms. Many will simply build successful careers and provide greater economic security for their families.

All of those outcomes matter.
